Langley Township has two reservoir-related matters included in its current capital planning documents.
One is Smith Reservoir Park in Willoughby. The other is the East Aldergrove Reservoir replacement.
The Smith project is tied to the Jericho Reservoir at 20400 73A Avenue. The Township says the reservoir was completed in 2022, is operated by Metro Vancouver, and was designed to carry public amenities because it sits on Township land.
The 2026 capital budget lists Smith Reservoir Park as a parks utility project with a $3 million 2026 request. The request is shown as unfunded. The project sheet says site analysis, design and permitting occurred in 2025, with construction listed for 2026.
Meanwhile, Aldergrove has its own reservoir issue.
The East Aldergrove Reservoir project is listed in the same 2026 capital budget as a water utility project. The budget sheet describes it as replacement of the existing East Aldergrove Reservoir with a larger reservoir, tied to the Aldergrove Core Engineering Servicing Plan and the Salmon River Uplands servicing strategy. The request is for a total of $50.5 million. The funding line is shown as unfunded.
The budget description and township water reports say the existing reservoir is leaking and in critical structural condition. It says temporary repairs completed in 2023 are expected to allow continued service for five years, and that additional storage is needed for growth in Aldergrove, Gloucester Industrial Estates and Salmon River Uplands.
Willoughby has a need for public gathering spaces, and the Township says the reservoir roof was designed with that possibility in mind. Aldergrove’s reservoir replacement is documented in the water utility budget as a critical infrastructure project with no funding source identified.
The next budget process should make the sequencing clearer: whether Smith Reservoir Park receives construction funding, remains a concept, or is deferred; and whether East Aldergrove Reservoir moves out of the unfunded column before the temporary repairs reach the end of their expected life.
