Township records show four downtown Fort Langley files on Church Street remain active. The rezoning application was filed in February 2025 to increase permitted residential density from 47 to 76 dwelling units, and the Township’s June 2025 public notice listed the owner as Fort Langley Properties Ltd.

The Township portal shows the rezoning file received first, second and third readings in June 2025, and a final reading in July 2025. A related permit file, first submitted in 2021, also remains active and describes the proposal as mixed-use and apartment redevelopment in the Fort Langley Heritage Conservation Area.

In 2018, Eric Woodward announced plans to transfer roughly $55 million in Fort Langley real estate and future development profits to a charitable foundation. In 2020, local reporting said land controlled by the foundation could become part of Kwantlen First Nation reserve lands, but another publication later said that proposal was called off the same year.

By late 2025, reporting from The Tyee and the Investigative Journalism Foundation (IJF) said none of Woodward’s real estate had been transferred to the Eric Woodward Foundation, that the foundation had never registered as a charity, and that the properties were instead held through Fort Langley Properties Ltd. The same reporting said recent sales from those holdings totalled to about $9.9 million since 2023.

After financial statements were released, IJF reporting said the foundation recorded $8,117 in donations from 2019 through 2023, along with nearly $325,000 in event expenses and more than $463,000 in sales revenue. The Langley Community Health and Hospital Foundation separately told IJF it had received between $500,000 and $999,999 from the Eric Woodward Foundation.

Woodward told IJF that charitable contributions were being made through Fort Langley Properties Ltd., not the foundation, because that entity could use the charitable tax receipt, and said the structure had been set up on the advice of tax lawyers. In later public comments summarized by Castanet, he said the revenues and expenses in the foundation statements were mostly tied to the Fort Langley Night Market through 2024.

The current information available shows a redevelopment that has cleared rezoning under Fort Langley Properties Ltd. As of this week, the Township portal still lists both the rezoning file and the related permit file as active.
